Governance Assurance Profiles allow a reviewer to select QEIv15 boundary sensitivity while keeping hard contract controls fixed.

Hard contract controls remain invariant across profiles. Only QEIv15 boundary sensitivity varies.
Invariant fail closed controls
- missing contract → fail closed
- wrong contract → fail closed
- missing QEIv15 trace → fail closed
- replay failure → technical review
- SHA mismatch → fail verification
- forbidden legal or action surface → block
